With respect to the cosmic happenings which spawn the high-level hero, slaying him/her does not remove all of the lesser armies from the map. Enemy-spawning events without a hero focus will spawn a finite amount of stacks which will make a beeline for player-owned cities (vassals are generally ignored). The wandering stacks will also raze any unoccupied watchtowers or fortresses in their path.
