Keepers are dedicated to the path of good. They are masters of diplomacy, expert at forming alliances with independent settlements and even those of their enemies. When war becomes inevitable, their magic bolsters their armies giving them strength in the direst of circumstances.

Type: City Enchantment Target: Hostile City
Rally of the Populace.png Target city suffers from -500 Happiness Happiness and betrayals are more likely to occur.
  • Also allows betrayals to occur when your racial happiness of the city's race is lower than the owners.
  • Independent, Vassal or Ghoul cities cannot be affected.
